Accounting for Human Resources in Dynamic Resource Allocation

The role played by human beings in complex computational systems it not exclusively that of an end user; they are often an integral resource in the functioning of the system, and an important factor in its overall performance. However, due to the purely human aspects of human resources that have no analog in computational resources, existing paradigms in dynamic computational resource allocation cannot be used to full effectiveness. This paper introduces the idea of using existing psychology research in the area of human factors to improve dynamic allocation of human resources. It focuses on one such human factor, namely attentional resources, and demonstrates how accounting for it can lead to an improvement in task distribution over naive load-balancing. It then presents several other topics of interest in human factors that could similarly be applied towards improved assignment of tasks to human resources.
